Value for money is the test of whether public money is spent well. UK public bodies judge it on economy (spending less), efficiency (getting more for what is spent) and effectiveness (achieving the intended outcome), the same three tests the National Audit Office applies. For council AI spend, it means showing with the council’s own data that a tool delivered what its business case promised, not relying on vendor usage reports.
