Cashable and Non-Cashable Savings

« Back to Glossary Index

A cashable saving reduces a budget line: agency spend falls, a vacancy is not filled or a contract is cancelled. A non-cashable saving frees capacity or improves quality without reducing spend, such as officers handling more cases with the same team. Both are real value, but they are reported differently. Most AI benefit starts as non-cashable capacity, so it needs to be recorded properly to count.
